A Különbizottság jelentése a tanúkihallgatások feljegyzésein, emigráns szervezetek szakértői véleményein, média-tudósításokon, valamint az ENSZ és a magyar kormány levelezésén alapult, amelyben a Bizottság megállapította, hogy 1956 "ösztönös nemzeti felkelés" volt, amelyet a szovjet külső katonai agresszió elnyomott. A 1133/XI. számú határozatot 1957. szeptember 14-én fogadták el a jelentés ajánlásainak érvényesítése, beleértve a magyarországi fejlemények folyamatos nyomon követése céljából. A 1133/XI. számú határozatot 1957. szeptember 14-én fogadták el a jelentés ajánlásainak érvényesítése, beleértve a magyarországi fejlemények folyamatos nyomon követése céljából.
