A Különbizottság jelentése a tanúkihallgatások feljegyzésein, emigráns szervezetek szakértői véleményein, média-tudósításokon, valamint az ENSZ és a magyar kormány levelezésén alapult, amelyben a Bizottság megállapította, hogy 1956 "ösztönös nemzeti felkelés" volt, amelyet a szovjet külső katonai agresszió elnyomott. A 1133/XI. számú határozatot 1957. szeptember 14-én fogadták el a jelentés ajánlásainak érvényesítése, beleértve a magyarországi fejlemények folyamatos nyomon követése céljából. Nagy Imre és társai titkos tárgyalását és 1958. június 16-i kivégzését követően a Bizottság tiltakozó nyilatkozatot bocsátott ki, továbbá egy második, kiegészítő jelentést állított össze a forradalom utáni megtorlásokról, az emberi jogok megsértéséről és a politikai perekről; a jelentést a 1312/XIII. számú 1958. december 13-án kelt határozattal hagyták jóvá.
